In rugby an ankle tap is when a tackler just manages to clip the foot/ankle of an opposing player with their outstretched hand so one foot trips up the other. Of course, in romance an ankle tap is called playing footsie.

That's the Number Eight being garrotted ... hence the title of this episode, Number Eight Wire. A bad pun. Number Eight Wire is also a general gauge of wire used in farm fences and the like.
